Queen’s Bush Road & Molesworth Street Road Reconstruction Information Session FAQs

Scope of the Reconstruction Project:

A full road reconstruction will be completed including new municipal infrastructure below the roadway, sidewalks & boulevards.

Timeline for this Project:

This project will be completed in 3 phases over the next 3 years during summer months only (June – September)

Phase 1, 2023: Road, sidewalk and infrastructure reconstruction on Molesworth Street from Queens Bush Road to Firella Creek and Queens Bush Road from Molesworth Street to Catherine Street in Wellesley.

Phase 2, 2024: Road, sidewalk and infrastructure reconstruction on Queen’s Bush Road from Catherine Street to Greenwood Hill Road.

Phase 3, 2025: Final asphalt topcoat and road markings on Queen’s Bush Road from Nafziger to Greenwood Hill Road and Molesworth Street from Queens Bush Road to Maple Leaf Street.

Construction Hours & Noise:

Construction will take place between 7a.m. & 7p.m. Monday through Friday and weekends if required. At this time no weekend work is approved or expected.

Landscaping on Boulevards:

If residents have personal belongings, planters or hedges within the road allowance, it is their responsibility to remove as the entire road allowance will be reconstructed. The project will include resodding all disrupted grass areas.

Trees on the Road Allowance:

Before construction begins all trees will be assessed and any that are deemed unsafe, showing significant decline, in conflict with the work being completed or placed under overhead hydro wires will be removed.

Property Access and Parking:

Access to driveways or sidewalks may be temporarily lost during construction and notice will be provided to residents in advance. Alternate parking will be available.

Curbside Garbage Collection:

The Contractor shall on garbage collection days make arrangements to pick-up garbage from residences within the active construction zone and place at a convenient location for collection. The contractor shall be responsible to return containers to each residence.

Water Disruptions:

Minor water disruptions may occur during the project to allow the contractor to connect households to the temporary supplies.

How is this Project Funded:

Provincial and Federal infrastructure funding along with funds currently in reserves in the Townships budgets.

Contract Administrator:

The Township of Wellesley has hired GM Blue Plan Engineering to oversee and administer this project until completion including all design and drawing specifications, preliminary and ongoing inspections, utility locates and environmental concerns and permits.

Safety Tips:

When driving or walking through a construction zone please slow down and follow all signs including information about traffic conditions, road closures or detours. Consider other routes while construction is taking place and always watch your surroundings for uneven ground, tripping hazards, trucks and machinery.

Declaration of a Snow Event

The Council of the Township of Wellesley approved the use of snow events in January of 2022 after a successful pilot project in previous winters. When there is significant snowfall, the Director of Public Works or his/her designate has been granted the authority to declare a snow event. When a snow event is declared, residents cannot park on any highways in the Township until the declaration has been lifted. The declaration is made for a 12 or 24 hour period  unless weather conditions warrant an extension or early cancellation. The declaration is made based on credible weather forecast information when a minimum of 8 centimeters of snow is expected. Once the declaration is made, Municipal By-law Enforcement Officers have the authority to issue tickets to vehicles parked on any roadway in the Township. A declaration of a snow event supersedes the “no parking” restrictions set out in the Traffic and Parking By-law 4/2021 which restricts parking on Township roads between 2:30am and 6:00am during the winter months.

A snow event declaration is not to be considered a report on road conditions or current weather, but strictly as a parking ban put in place to allow snow plow operators the ability to safely and efficiently plow the roads of significant snowfall.

Many area municipalities declare snow events in a similar fashion with parking ticket fine amounts increased during the snow event duration. A snow event would be declared by 5:00pm to come into effect at midnight, giving residents time to move their vehicles if parked on a highway. IF a snow event is declared, notifications will be posted on Township social media accounts as well as a notification to local media outlets.

Park safely at schools

Drivers should not use the "No Stopping" or "No Parking" zones in the vicinity of schools.

These areas must be kept clear to provide clear visibility for motorists and students.

Drivers should never double park to load or discharge children from their vehicles as this places children in a dangerous position of crossing lanes of traffic without seeing or being seen by other motorists.

The difference between no parking and no stopping

• The most restrictive parking regulations.
• Once a vehicle has ceased moving, even if occupied, it is stopped

No parking anytime signs:

• Means that drivers may use these zones while actually engaged in loading or unloading goods or to pick up or discharge passengers.
• Remember, the key "while actually engaged".

Do not leave vehicles unattended in these areas.

Parking on sidewalks

Vehicles are not permitted to park and obstruct sidewalks at any time.

When parking in a driveway ensure that the sidewalk is clear.

Winter parking restrictions

The Township of Wellesley restricts on street parking to provide safe snow removal and emergency services to Township residents. Parked cars can make plowing difficult and sometimes impossible. With your help, winter maintenance crews can plow faster and more efficiently.

Roads

The Public Works division is responsible for approximately 220 km of rural and urban roads. Winter maintenance of Township roads is completed in accordance with the Ontario Maintenance Standards for Ontario Highways.

Roads are patrolled frequently and weather postings are monitored during the winter months to assess conditions and deploy equipment and materials as necessary.
