Before March 31 annually a detailed statement of expenses paid to each member of Council, and members appointed to any committee of Council, is made available to the public. Statements are available in an agenda package before March 31.

The report provided herein represents the Development Charges (D.C.) Background Study for the Township of Wellesley (Township) required by the Development Charges Act, 1997 (D.C.A.). This report has been prepared in accordance with the methodology required under the D.C.A. 

Development Charges Background Study

The Waterloo Region Economic Development Strategy (WREDS), led by a Steering Committee consisting of the seven Area Municipalities, the Region of Waterloo and CTT Inc., and benefiting from the experience of consulting firm Malone Given Parsons (MGP), was developed using a collaborative approach that engaged local community experts and stakeholders from a variety of businesses and community organizations.

The Township of Wellesley has plans and programs to protect the community during emergencies. In partnership with local first responders, health organizations, social services, utilities and volunteer groups, we are always working to be prepared. We do this through testing, training and updating the emergency plans and programs to make sure we are ready for any emergency that happens in our community.

No matter how prepared we are, we can't predict an emergency or disaster, but we can all take steps to reduce the impact of any situation that comes our way.

Section 2.1 of the Provincial Emergency Management and Civil Protection Act (EMCPA) requires municipalities to develop and implement an emergency management program and adopt it through a by-law. The Township of Wellesley has a formal Community Emergency Response Plan to deal with major emergencies.

Community Emergency Response Plan

Waterloo Economic Development Corporation (Waterloo EDC) and the Waterloo Region Townships (Townships of Wilmot, Wellesley, North Dumfries, and Woolwich, thereafter referred to as “the Townships”) have undertaken a Rural Investment Readiness Strategy that will guide growth and the development of Employment Areas over the next 30 years and beyond.

The Township of Wellesley is looking ahead to the future with strong growth anticipated to take place and has identified a need for a strategic plan which identifies the policies and projects that will meet the Township’s long- and short-term transportation requirements over the next 25 years. These include, how and where to invest in road improvements, traffic controls, public transit services, cycling and walking facilities. It also includes strategies to manage both ongoing travel demands, and the necessary accommodations required by evolving transportation technologies.

Transportation is defined as the act of moving people or goods. Mobility offers a more holistic perspective, which includes options for getting around and having access to everyday needs like school, work, the grocery store, parks or health care. A mobility system is directly linked to quality of life and creating places and spaces that function more effectively and safely for everyone. The Transportation / Mobility Master Plan is working towards a future where everyone has safe, healthy, affordable and accessible mobility options to get where they need to go.

The Townships Objective is to develop a Comprehensive Transportation/Mobility Plan to identify alternative transit opportunities within the community and any capital requirements needed. The plan will investigate transportation nodes for higher residential density and safety strategies to promote complete, low-carbon, and climate-resilient communities while expanding transit connectivity to nearby cities.
